Merge down the layer by press on (Ctrl + E) on you this layer that your working on.
Then select the layer, like this.
Now drag the selection up a few pixels
And Copy and paste (Ctrl + C and Ctrl + V)
Drag down the layer so its fit to the rest of the image.
Make selection by (Ctrl + Klick on the layer)
Klick on "Select" at the upper menu, go to "Modify" then "Contract"
Contract By: 1 pixels then "OK"
Copy and paste (Ctrl + C and Ctrl + V) ones again.
Now go back to the layer before this on.
Take the Burn Tool 
Tool options:
Range: Highlight
Exposure: 70%
Like this.
Select the other layer, and add some burn tool effect.
